Project Purpose

The Lincoln County Active Transportation Plan will create a connected trail system throughout the Upper Valley, linking schools, neighborhoods, parks, businesses, and nearby communities. The plan will identify the best routes, design safe trail features, estimate costs, and set priorities for construction. By offering safe and dependable options for walking and biking, the plan will improve access to schools, jobs, and recreation, reduce conflicts with vehicle traffic, and support healthy, active lifestyles. Overall, the plan will provide a roadmap for investing in trails that strengthen community connections and improve quality of life across Lincoln County.

Project Goals

  • Plan and prioritize a connected trail network that links community and enhances access for all.  

  • Design trail cross-sections that are safe and functional to support businesses, schools, and community partners. 

  • Develop realistic cost estimates to build community awareness and excitement for expanded active transportation options. 

  • Identify community needs to establish priorities in bringing vision to reality.   

  • Establish a plan that reflects the needs, values, and priorities of Upper Valley residents.
